University Partnerships Procedure
The University partnership arrangements approved by the University reflect the IEU Development Strategy and the Internationalization Strategy. The importance of fruitful and mutually beneficial partnerships is recognized. All partnerships will be considered for approval in light of their alignment with the University’s strategies.

Introduction
This procedure outlines the process for initiating, developing, managing, and evaluating partnerships between IEU and other educational institutions, industries, or organizations. These partnerships aim to enhance educational, research, and cultural opportunities for all parties involved.

Purpose
The purpose of this procedure is to:
- Ensure a clear and consistent process for establishing partnerships.
- Align partnerships with the university’s strategic objectives.
- Promote collaboration in education, research, and development.
- Provide clear responsibilities and processes for managing and reviewing partnerships.

Scope
This procedure applies to all new and existing partnerships, including but not limited to:
- Academic exchanges and mobility programs.
- Joint research projects and publications.
- Collaborative educational programs (e.g., dual degrees, joint degrees).
- Internships and industry collaborations.

Partnership Types
Partnerships may include, but are not limited to:
- Institutional partnerships: Collaborative efforts between two or more educational institutions.
- Research partnerships: Joint research initiatives or projects.
- Industry partnerships: Collaborations with businesses or organizations for internships, consultancy, or applied research.
- Exchange partnerships: Student, faculty, or staff exchange programs under formal agreements like Erasmus+.

Procedure for Establishing a Partnership
Step 1: Identification of Potential Partner
- Potential partners may be identified through research, networking, academic conferences, or recommendations.
- The partnership must align with the university’s strategic objectives and benefit all parties.
- Initial contact should be made by the faculty or department proposing the partnership.
Step 2: Preliminary Evaluation
- Conduct a preliminary evaluation of the proposed partner, considering academic standing, research potential, cultural fit, and financial health.
- The department or faculty proposing the partnership prepares a concept note outlining the potential benefits, risks, and goals.
Step 3: Proposal Submission
- A formal proposal must be submitted to the Department of Strategic Development and International Programs or the designated department overseeing partnerships. The proposal should include:
- Overview of the partner institution or organization.
- Objectives and expected outcomes of the partnership.
- Resource requirements (e.g., financial, human, technological).
- Timeline for implementation.
- Risks and mitigation strategies.
Step 4: Review and Approval
- The Rector or Vice-Rector will review the proposal.
- Key criteria for approval:
- Alignment with the university’s mission and vision.
- Feasibility of the partnership.
- Academic, cultural, and financial value.
- The proposal is approved or sent back for revision.
Step 5: Memorandum of Understanding (MoU)
- Once approved, an MoU is drafted, outlining the terms and responsibilities of each party.
- Legal and financial departments must review the agreement to ensure compliance with university policies and applicable laws.
- The MoU is signed by the university’s leadership and the partner institution’s representatives.

Partnership Implementation
Step 6: Partnership Coordination
- Upon signing the MoU, the relevant department will have appointed a partnership coordinator.
- The coordinator is responsible for:
- Managing communication between the university and the partner.
- Ensuring that the partnership activities are conducted as agreed.
- Overseeing resource allocation and tracking progress.
Step 7: Communication and Collaboration
- Regular communication with the partner is essential to ensure the smooth operation of the partnership.
- Collaborative activities such as student exchanges, joint research, or joint programs must be scheduled and managed according to the agreed timeline.
- Any issues or changes must be promptly addressed by the coordinator and escalated if necessary.

Monitoring and Evaluation
Step 8: Periodic Review
- The progress and success of the partnership must be reviewed periodically, usually annually or as defined in the MoU.
- Key performance indicators (KPIs) include:
- Achievement of partnership objectives.
- Student, faculty, and staff feedback.
- Research output (if applicable).
- Financial performance (if applicable).
Step 9: Reporting
- The partnership coordinator will prepare an annual report outlining the partnership’s activities, successes, challenges, and recommendations for improvement.
- The report will be submitted to the Rector or relevant Vice-Rector.
Step 10: Renewal or Termination
- Based on the evaluation, the university may decide to renew, revise, or terminate the partnership.
- Partnerships that do not meet expected outcomes or no longer align with strategic objectives may be phased out.

Documentation and Record-Keeping
- All documents, including proposals, agreements, meeting minutes, and reports, must be properly documented and archived by the Department of Strategic Development and International Programs.

Roles and Responsibilities
- Partnership Coordinator: Manages the day-to-day activities of the partnership.
- Department of Strategic Development and International Programs: Oversees all partnerships and ensures alignment with university policies.
- Rector (Vice-Rector): Reviews and approves partnership proposals, evaluates performance, and makes decisions on renewals or terminations.
By following this procedure, the university ensures that its partnerships are mutually beneficial, strategically aligned, and effectively managed to enhance educational and research opportunities.
